I shot this photo in a park not too far from where I work. I don't really know what these things are for. They are too tall and don't have a large enough circumference to provide shade for picnic tables (besides, there are no tables there, and who would want to picnic in this spot?). There's nothing else nearby, the park is basically a huge empty field. Any guesses?

Maybe they just ran out of money before finishing some pagodas? I am sure the councilperson's brother did well on the building project though.
